Has the ArcGIS 10.2 an issue with windows 8.1?


The ArcGIS Server 10.2.2 fails to create site as it is installed on windows 8.1. It gives �??This page can�??t be displayed�?�

[ATTACH=CONFIG]34590[/ATTACH],

i couldn't reach site creation below:
[ATTACH=CONFIG]34591[/ATTACH]


I tried the same software on windows 7 and it works fine.


Facts (the machine is formatted and the first installed software is ArcGIS Server 10.2.2)
1. Windows 8.1 64 bits
2. ArcGIS server 10.2.2
3. IIS installed
4. Firewall is off
5. Silverlight is installed
6. IE 11.0 and Firefox 26.0
7. No Anti-virus installed


What might be the issue here? Is this issue already known?
