I am creating my first ArcGIS Enterprise Site, and would like to have map services available to download from the Site. The map service is published to ArcGIS Enterprise Portal. I have looked through ESRI Help documents but cannot find this specific option. I have looked through the item Overview and Settings but cannot find anywhere to set this option.

I normally recommend that clients use Open Data and data extracts in ArcGIS Online rather than Enterprise. They're big operations and can load up your servers which have finite resources.
If you must do this, then look to enable feature access on the web service, and use the 'Extract Data' option. There doesn't seem to be a lot of documentation on the Extract Data option, so most of my clients prepare it for sync instead:

We are experiencing the same issue with ArcGIS Enterprise 10.9.1. Enterprise Sites are not functioning like stated by ESRI (like HUB Basic). Having all of our data published to ArcGIS Online is NOT AN OPTION.
