Based on October 2023 update there isn't much information on the Extent navigate tool except it's new. The closest info I found was from ArcGIS Web AppBuilder. Link: https://doc.arcgis.com/en/web-appbuilder/latest/create-apps/widget-extent-navigate.htm

I understand WebApp and ExpBuilder are similar. May I know does Google Chrome browser default cache limits the amount of extents I can extent forward and backward? Also, is there a way I can retain and keep the cache instead of the default 'auto-clear/auto-delete cache'? TQ very much

Both WAB and ExB store extent history in memory instead of localStorage/cookie. So, browser default cache doesn't limit the amount of extents.

If refresh the browser, memory will be reset, so ExB cannot save the extent history.
