Restore Support for ArcGIS Explorer for Windows

ArcGIS Explorer for Windows is an ideal application for our needs - viewing updated mmpks in the field with no need for data editing or collection. However, there is a bug we discovered in October of 2023.

At the time, Esri stated they are no longer improving ArcGIS Explorer and directed us to Field Maps running on Windows Subsystem for Android. In March 2024, Windows announced it would no longer support Windows Subsystem for Android. This means ArcGIS Field Maps will no longer be available on Windows devices after March 2025. 

This leaves us with no solution to provide offline maps on Windows devices. Bringing back support for an already existing application would be a lighter lift for the Esri development team and would provide needed improvements for the users.

*Note on offline maps in ArcGIS Earth: We do not consider this a viable option. ArcGIS Earth's performance is extremely poor in our testing and does not appear to have a way to pull down mmpk updates from AGOL. This product needs a lot of work and is too heavy for our workflow.

This absolutely needs to happen. Esri has left its Windows users out to dry, after explicitly telling its users to migrate to Field Maps on Windows.

ArcGIS Earth was also mentioned to me, but quite frankly, it's barely functional at best.
