**Update** Our install of ArcGIS Enterprise 10.7.1 is having issues building map packages using the exportable Esri Vector Basemap (https://www.arcgis.com/home/group.html?id=c61ab1493fff4b84b53705184876c9b0#overview) switching to an exportable Tiled Basemap (https://www.arcgis.com/home/group.html?id=3a890be7a4b046c7840dc4a0446c5b31#overview) worked.
We have created defined map areas for offline use in our portal map. In portal everything looks good and the map packages are ready. However, when the map is opened in Explorer, the map areas show a status of "Generating" and will not download.
This only seems to be an issue for defined map areas created in Portal. Creating a downloadable area directly on the device works fine.
Anyone else see this issue? Any tips on troubleshooting?
