Special thanks to some GIS users from Australia that answered my original question with misalignment of data on a Windows Surface Pro 2 tablet with 8.1 and DPI scaling in another thread in this forum.  The fix is to check the display box and set scaling to 100% - basically removing DPI scaling for the entire OS.  This solution does work for the data in the mobile application, but it makes the tools relatively small and the rest of the desktop and applications small/difficult to use on such a small screen.  I'm using Mobile 10.1.1, does anyone know if this has been addressed with 10.2 or will be addressed in the future?

Also, there is a box you can click in compatibility mode to disable display scaling for a particular application, but it does not seem to do anything for the Mobile application.

thank you,
-Adam

We are seeing this issue on ArcGIS for Windows Mobile 10.2 on a MS Surface tablet.  Would love to hear from Esri when/if a fix is in the works for this issue (Bug ID NIM093153).  Thanks.
