Hi,

I have information about white people's attitude towards black people for some counties and I need to give a value to the others counties.

Which method would be the best? I have read a lot of articles but I could not find any article related to social issues.

The best analysis method depends on a lot of things, particularly what kind of data you have.  My first thought is Areal Interpolation, which is available now in ArcGIS 10.1.  However, if you have a lot of covariates, you'll probably have better luck with a regression model.

I only have the attitude value (0-100) and the number of samples for each county. I can know the population for each county but I think I can't consider it as a explanatory variable.
