Data only loads on internal network

I'm trying to migrate my webmap which was on the old esri google maps api (http://www.esrs.wmich.edu/webmap) to use the current javascript api (http://www.esrs.wmich.edu/webmap/test3)

Both versions are using the same arcgis server (http://www.esrs.wmich.edu/arcgis/rest)   which does have the web adapter running.

The problem is the version using the new javascript api will not display data when I test it outside of my university network where the server is hosted. It works fine on the inside, and the older version works fine everywhere.

any ideas?
