How to show cursor tooltips when a sketch tool is active

I have to build a draw feature in 4.x, I used sketch viewmodel and added a view for that and it works fine.

The only problem I have is I do not see a way to show instructions on tooltips when a draw tool is active. I know we can do this in 3.x, but in 4.x the tooltip if enabled shows measure and area values and I don't see a way to override that and set instructions for the active draw tool.
