Labels as Individual Polygons

Hello all,

This is a bit puzzling label related question. I need to add/modify the parcel numbers. The only glitch the labels are actually individual polygons (and they are stored as polygon data layer):

When you delete one vertex from the label (like the one above) the entire label (or polygon) is gone. 

I have been scratching my head on how to add these labels. When I want to add a label, it's literally adding a polygon (see below in red):

I am guessing a person who created these 'labels' must of somehow converted annotation to these individual polygons. I did try to convert annotation to polygon but then it just creates polygon around the entire label:

It doesn't outline the numbers. 

Typically one would just label parcels or store them as annotation but wouldn't keep them as individual polygons.

Anybody came across something like that? Do you know how to convert labels so they are all outlined as polygons?

So I was able to answer my own question.

It's 'Feature Outline Mask' tool that converts annotation to outlined polygon annotation:
