Hello. I need to create a custom navigable map, and I'm not quite sure if I'm on the right path, perhaps, someone could clarify that.
I create a network dataset with all the features and share it in ArcGIS Online. Can then this map be used by other users who don't have an ArcGIS licence to access the map and its navigation features using the URL, or do they need to install Navigator to use the map?
