You can choose from the AGOL list of predefined Icons or use a custom one from a url you provide. There is nothing more that.
Thanks for that Robert........ I am interested in law enforcement and
emergency management and I find the agol icon very poor..........if I
designed my own icons....what size do I use so as to bring them into agol
and be able to use various point sizes....or is that possible....hope you
can help.....

The upload dialog on AGOL states no largere than 120px by 120px But I would say around 60 x 60. You can use a unique value renderer to allow for adjusting the icon sizes based on an attribute of the data.

Depending on your needs, look into open source icon libraries such as Font Awesome (the following is a conversion site since you'll need them in an image format: Convert Icon Fonts To PNG - fa2png.io ). You would need a web server to store them on.
For Emergency Management symbology, I would recommend you look into the work that NAPSG has done with their Symbol Library Tool (link here).
