Legend/Label problems

I am new to GIS and cannot figure out how to edit my legend or add labels to my map. Can anyone please help?

There really isn't any labeling ability and you can only 'hide' layers from the legend from the context menu of the layer in the Contents panel when viewing the map. There's a small arrow next to the layer name that displays the context menu.
