Moving layers in TOC messes up REST reference ("Description")

I've imported a single ArcGIS Server web service with 29 point layers into a map. I moved one of the layers (index #27 - "All Sites") up to the top of the list using "Move Up". When I click on "Description" in the options, it links to the wrong REST page for that layer--instead of index #27, it links to the REST page for index #0 (ACRES).

I've experimented with editing the JSON in ago-assistant but I'm not able to find a way to get the description to give me the correct REST page. All of the other options work fine for the layer. Is this a bug?

For those interested in this issue, this problem occurs because the web service was published as a dynamic map service. Esri logged this as an ArcGIS Online bug:

BUG-000098537: When reordering layers of an ArcGIS Server map services with dynamic layers enabled in the ArcGIS Online map viewer, the layer 'Description' will reference the original REST URL despite the reordering.
