Pricing for Bing Maps

Hi there

I have questions regarding the pricing of Bing Maps.

I understand that ArcGIS Desktop users need to purchase unlimited-usage annual subscriptions for external use, but ArcGIS Desktop users who use Bing Maps for non commercial external purposes also need to purchase the subscriptions? Or does the rule apply to only ArcGIS Desktop users who use Bing Maps for Commercial External Use?

The same goes for ArcGIS Server Users. I would like to know whether the non commercial external use of Bing Maps also requires a purchase of an annual subscription.
