I have launched the Election Data Management solution and would like to symbolize the voting locations based on the comment field. I have 1 symbol for a specific comment (Special voting location) and a different symbol to display the rest of the values which are grouped together. The grouped symbols (regular voting locations) are more important than the special voting locations and therefore I would like them to draw FIRST. I can't seem to drag the grouped layer to the top and if I try to drag the special voting locations down they are consumed into the group rather than moved down in the drawing order. Is there a work around for this that I'm missing?
