Topo map service without shaded relief?

I don't suppose there is either:

- a map service of the USA Topo Maps without shaded relief or
- a way to remove the shaded relief through some tricky image function?

We don't host a topo map without shaded relief and there is no way to remove the shading as far as I know.

Since ESRI does not offer topos without shading, you might take a look at Gmap4 which has (1) variable shading on (2) very high resolution topos for the USA.  (A small number of states are not quite ready yet.) 

This link opens Gmap4 showing a hi-res topo map centered on the Mt. Rushmore area:

The default shading is a fairly light '18'.  You can set the shading to zero either in the URL or by clicking Menu ==> Hill shading.

Gmap4 is free for non-commercial use and there is a modest fee for commercial use.

Note - The 't2 Topo Low' maps do not display anything since a few days ago Microsoft shut down the service that was supplying those maps.  The next update to the Gmap4 code will have a replacement for those maps via "The National Map" (i.e. USGS).
