I think I am missing something minor. Hope some one can help me catch it.
I published a hosted FeatureService to my organization. (ArcMap 10.2.2)
Log into ArcGIS online (w/ my administrator login)
Add this hosted feature service to my new Map.
I can edit it no problem.
***Details
A User in our organization logs into arcgis online.
When this user tries to open the map the message is:
"The layer (layername) can not be added to the map."
The user is a "User" (not Admin, etc) in the organization
This user is part of the Group where the Map is shared to.
Is there a config I am missing?

Share all the participating services with the organization, if the user is a part of the same organization. Also share the Map (and application, if any) with the organization as well.

That seems pretty bizarre that the user cannot see the map. Just out of curiosity, if you set the map to public, can the user see it then? If not, then I would think that something is wrong with how the layer is published. Was it published to your server or to ArcGIS Online?

Thanks Jayanta. You got me in the direction I needed. I need to share my FeatureService with my Group. Its all good now.
