ArcReader and Reporting

It would be nice to have the ability to publish reports inside ArcReader, and then allow the end user to not only see the data published but the reports that go with the data.

I agree. Business value (to the client/end user) lies in 3 main areas: 
- access to data/information
- access to reports
- visualization of the above
Very often the client/end user wants the above without having to maintain GIS capability - as this can become costly to the point that the means do not justify the end.
To be able to package map data and include limited reporting within ArcReader would make the 'sale' of a GIS-based solution a bit easier.
