Consistent default Z on/off when creating feature class

ArcGIS Pro 3.2.1

If I create a new feature class using Catalog —> Right-click —> New —> Feature class, then Z values are enabled by default:

But if I use the Create Feature Class geoprocessing tool, the Z values are disabled by default.

That seems inconsistent. Could that behavior be changed so that the tools are consistent, one way or another? Similar to what was done with Consistent default data type in Create Feature Class vs. Fields View?

There are four primary ways to create a feature class in ArcGIS Pro. This configuration exists to maintain compatibility with legacy clients, and there are no plans to change this behavior. 

It is desired for Pro to, by default, create z-aware data. However, to support backward compatibility in geoprocessing, specific parameter defaults have been left unchanged.  This is why the default in the tool is disabled, while we pre-select to enable z-aware for data created in the wizard.
