Ctrl+Mouse click to select/deselect all in the Definition Query box

When changing a selection layer to a definition query layer I would like to be able to Ctrl+Left mouse click to select all values.  Since selection layers are not publishable to portal, I am changing layers to definition queries.  These may still not be publishable but the need to select all values when building a query is still useful.  My statement is ID IN (26, 40, 53, 94, 95, 169, 191, 227, 275, 293, 334).  I have to select each value individually.  I would expect the Ctrl+click to work like it does in the ToC.

Merged from a separate idea.

ArcGIS Pro 3.2.1

In the definition query dialog, the "includes the values" picklist has checkboxes:

At the bottom of the picklist, I would like a "select all" button to make it easier to enable all checkboxes. 

Use case: Use the auto-generated IN (...) list of values in other queries, documentation, and external applications.
