Export Raster Adding Value to NoData Cells?

I am exporting a clipped .tif 8 bit unsigned raster to .jp2 8 bit unsigned using the Export Raster option, ArcGIS Pro 3.2.2. Some cells with no data in the .tif come out with values in the resulting .jp2, see the image. I've played around with the settings of the export options (snap raster, clipping geometry, NoData value, etc.) but with no luck prevent these "artifacts." I've also tried using the clip raster tool on the original raster tool but setting the output raster to be .jp2, but the random cells outside the clipping extent still appear. 

Any idea what may be causing this?

For background: coworkers using Microstation have requested .jp2 as they've had some issues attaching aerial imagery in .tif, and its been simple enough to export either from ArcGIS Pro.
