How to create and open 3D object scene layers in ArcGis Pro, goal is to mask scene layer

Hi! I found this tutorial on masking 3D objects that I'd like to use: Display a subset of features in scene layers—ArcGIS Pro | Documentation.The problem is I can't figure out how to create a scene layer that's openable by Pro. The only thing I've managed to create is an .slpk file which I can't seem to find a way to open. I also tried following the tutorial on a multipatch feature layer, but the "exclusion" group mentioned in the tutorial didn't show up for that type of layer. The end goal is to find a better way to hide different parts of a city model than having a bunch of different almost same looking layers, since I'm assuming that would get unnecessarily heavy.
