How to prevent Report from splitting between pages without having only one per page?

How do I prevent ArcPro Report from splitting between pages without having only one per page?
I want to be able to have 2 reports show up per page if it is able to fit. And if it is not able to fit I would like all of the data for the report to go to the next page, and then try again to get 2 reports to fit and so on with all of my data.
The Owners section could have 2-10 records to display so it may grow or shrink based on the data. Everything else is static in terms of it will only have one record to display.
