inset map printing with whit box overlaying it on the pdf

ArcGIS Pro v. 3.1 - Beginner

I have a layout with an inset map that looks fine on screen but prints out as pdf with a white box that seems to cover it. I can see a little of the inset map underneath so I know something is covering it but I don't know what. I cannot locate a white box on the layout and I don't know what settings might be a problem. I looked at the background but don't see any problem there.

Can you try exporting the map out to .jpg or .png format to see if you get the same result? I've seen this kind of thing and it seems like something gets corrupted in the export/conversion process.
