Slicing Buildings at Grade Using a Surface

Is there any way to slice buildings (as a polygon feature class or multipatch) at grade using a TIN or surface as a raster? Essentially I have a DEM (which can be converted to TIN) that represents my surface at grade and buildings with floors. The floors contain elevation and height values both above and below grade. I can extrude the buildings on the 3D surface using ArcGIS pro, but I want to slice the building polygon to represent it's outline at ground elevation. Is it possible to do this in FME, Arc, or QGIS? Or is it even possible to select anything that resides above or below the surface using arcgis pro?
