When the /config command line parameter is used on a shortcut to ArcGIS Pro and the configuration fails to load, ArcGIS Pro should display a message reflecting that failure.
For example, if /config:TestPro is provided and it fails to load, then a message should be displayed:
The configuration 'TestPro' failed to load.
If the proConfigX file was not found, that could be included in the message as well.
