Bug Display Basemap Layers

We are running ArcGIS10.0 and Business Analyst 10.0 all relevant service packs applied.

We have an intermittent error with the display of some basemap layers
which are drawn from the Business Analyst .sdc datasets.
The latest example is as follows.

The basemap layer named "North America" in the "Land" group,
which should have displayed at magnifications of 300-150K,
did not in fact display. This had the consequence
that all areas of the display not otherwise covered by a layer
higher in the drawing order took on the appearance of the background
(or possibly the Water Background layer -- they both had the same color).
It is not clear what provokes this behavior, but once it has
happened the layer in question will never draw properly again
unless ArcMap is stopped and restarted. In particular, displaying
the map at a different resolution and then returning to 300-150K has no
effect; nor does opening a different map and returning to the
original. The problem is not with this one layer per se; we have
had the same problem with other layers from time to time. The bug
is not easy to reproduce.

I know this seems like an unlikely scenario. But I worked this problem
for several hours.

I would like an ESRI person to address this issue and if necessary to
open a bug filing.

Are you working with the BA10.0 2010/2015 (census 2000-based) version?

Yes, I believe so. It is the 2011 data
which, I believe, predates the
2010 census because that latter
had not yet been published.

I have had this problem once before
with a different layer. It is very strange
and very non reproducible. But once
it happens the map continues to
display incorrectly until ArcMap
is stopped and restarted. I am not
even sure that always works, but it did in the
instance I cite in my original posting.

I have been testing with the 2011/2016 dataset though I am running 10.2 versus 10.0.  As of yet I have not been able to reproduce the behavior.  Did it occur on your side in data or layout view?  Also is this behavior just with one machine or can it be reproduced on other machines running the same vintage?  What is the current operating system (32bit or 64bit)?
