Bing Map Scale - level below 18 and 19

All,

I can only zoom in to the level 18 for Bing Map Aerial and the level 19 for Bing Map Streets. But according to the Bing Map API(http://msdn.microsoft.com/en-us/library/bb259689.aspx), we should be able to see the data upto level 23. The Bing VeTileLayer in the flex viewer also resturns 23 levels. Does antone know why we cannnot see data below the level 18 and 19?

Maybe you're zooming in to an area where there is no data for those levels.

Try the API sample at http://help.arcgis.com/en/webapi/flex/samples/index.html?sample=VETiledLayer or the viewer sample at http://help.arcgis.com/en/webapps/flexviewer/live/index.html?config=apps/config-bing.xml

In Washington, DC (near the white house), street data will go down to 1:282, but aerial will only go down to 1:564.

In downtown Manhattan, New York, all Bing maps supports down to 1:282.

In Beijing, the imagery goes down to 1:2,257, but the street data only to 1:4,514.

Just to clarify, as of 4.10.2012, in downtown Manhattan, while 1:282 aerial photography is displayed, only the 1:564 scale level is available for the road basemap style in our Flex sample (and at http://bing.maps.com as well).  This scale level is listed as 19 (the 20th scale level in a zero based array) on our site, while Microsoft documentation starts their count with 1 and lists scale level 19 as 1x1,128.
