Is there a way to create multiple map views in WebApp Builder as themes?

I am currently looking up resources that will explain how to configure a WebApp Builder to contain multiple map views. So that I could have various map themes which show only specific layers that are active when selected.

An example is the Interactive Map done by the County of Simcoe. They have a drop down where the user can select a map theme, which will display only relevant data pertaining to that theme. I was wondering if this a widget or configured through JavaScript and how can I accomplish this?
