Totally new to ArcGIS : require guidelines

hello,

I am a student. Currently working on a thesis project. My thesis is related to: Re-engineering a Legacy Visualization Module of Spatial Decision Support Software for Modern GIS Software.

This is a GIS tool already developed in ArcView GIS. I have to re-engineer it using ArcEngine and ArcObjects.

Is it possible?

I have everything installed on my laptop. ArcGIS Engine (licensed), ArcGIS Desktop 10 (licensed), ArcGIS Engine Runtime (licensed), ArcGIS Engine SDK(licensed).

What will be better to use? NetBeans or Eclipse. I have also installed ARcGIS Engine plugin for eclipse. But the visual editor fails i guess.

I was wondering if someone can guide me to the steps from where to begin.

There's lots of resorces on the ArcGIS Resources pages dedicated to ArcGIS Engine application development.  Looks like .NET (VB, C#, etc..), C++ and Java are the choices in programming languages:

I am aware about these information. The problem is when i begin to download the arcgis engine plugin for eclipse, i get error about the visual editior. I tried to download that too from http://www.eclipse.org/archived/

but this doesnt work too. I cannot open the file.

And i am guessing that without having visual editor i cannot proceed because i dont get the option of Visual java class which is the first step to build and write the code.
