Printing in scale in ArcReader

My ArcReader version is 9.2.

When I print map in layout view, and I set scale (i.e. 1:1000), it doesn't print correct.
I measure one line on printed paper - it says 83,5 meters. When I measure it in ArcReader it id 84,4 m.
And when I print from ArcMap, then it is correct - 84,4 m.

Is it a bug, or I'm doing something wrong?

I did two .pmf files. For A3 and A4 paper size.

1. When I print on A3, it prints in scale and cuts the edges of the drawing because they are out of margins. That means it print right. I should only shrink my drawing so it fits in margins.

2. Now, when I print on A4, it automatically shrinks my drawing to fit in page layout. That is wrong. This is why my scale is wrong. Settings are the same for both paper sizes. And even printer is the same.

What do I do?
