Disable attribute rule even if FC is locked

ArcGIS Pro 3.2.1; Oracle 18c 10.7.1 EGDB:

I'm looking forward to implementing attribute rules when my organization fully switches to ArcGIS Pro. However, I'm reluctant to implement many calculation attribute rules because I'm worried about locks.

It's my understanding that attribute rules can't be modified when users are using the FCs in ArcGIS Pro because the data would be locked. Since I'm not in I.T., I can't break locks on FCs, even if I own the FCs and am connected using the appropriate database .SDE connection.

Scenario:
During high-stakes time periods like government budget crunches, I need to make temporary edits to data that would normally not be allowed by the attribute rules. So that I can run updated reports/maps to be used by management in impending budget meetings. After the budget crunch, I'll go back and address the temporary edits (these kinds of temporary workarounds are just the nature of the business).

However, I wouldn't be able to disable calculation attribute rules if the data is locked, even if I own the data. And I wouldn't have the luxury of waiting for I.T. staff to break the locks for me.
So I wouldn't be able to make the edits I need to make.

Could that behaviour be changed so that I can disable attribute rules in FCs that I own, even if the FC is locked?

Let me know if I've misunderstood something.

In contrast, I can modify Oracle triggers without worrying about locks, which is a big plus.
