Issue: calcite-panel overflow scroll

My web app (responsive) used calcite components and has issue with calcite-panel overflow.

Desktop: The overflow scroll is fine, but there is white space:

Mobile (iPhone/iPad): There is white space and no overflow scroll:

Work around: 

Set display-mode to "overlay" instead of "dock".
