Are there guidelines for building Story Maps that support accessibility by people with disabilities, and if so, where can I find these?

Not yet, but we are working on that.

In Map Tour, Map Journal and Map Series we have made sure that all the content you author is accessible through keyboard navigation and the screen reader read it correctly.

Our other apps will follow progressively, and we will continue to work on better compliance as well as provide guideline for the most advanced users to check the conformity.

At the end, the work of the author should be limited to providing alternative text for maps, images and video. You can already do that except for all the media that you inline in the section description but not for the Main Stage.
