ArcSDE 10.1 sp1 Postgresql libst_raster_pg.dll version mismatch

When trying to enable ST_Raster on PostgreSQL 9.1, this is the error I get

[Mon Apr 29 09:58:20 2013] ST_RASTER support being upgraded...
   Upgrade from release 0 to 100000
[Mon Apr 29 09:58:20 2013] ev.SQLstate = XX000
SDE DBMS Error: -51  ERROR:  incompatible library "C:/Program Files/PostgreSQL/9.1/lib/libst_raster_pg.dll": version mismatch
DETAIL:  Server is version 9.1, library is version 9.0.

[Mon Apr 29 09:58:20 2013] Error creating ST_RASTER TYPE and functions:-51.

I notice between ArcSDE 10.1 and ArcSDE 10.1 SP1, libst_raster_pg.dll did not get updated.  The version shows as 10.1.0.346. 

Should there have been a new libst_raster_pg.dll released with SP1?

Known Issue:

NIM089599 When installing libst_raster_pg.dll for PostgreSQL 9.1.3, the following error is encountered: version mismatch Server is version 9.1, library is version 9.0.


From ESRI Canada:

"The only option would be install PostgreSQL 9.0.5 because at this time they do not have the new libraries available to enable the st_raster functionality."
