How to create a regular Grid

Hello,

I'm a new user of arcgis 10.0, and I want to create a regular Grid using the long/lat values in the shapefile of france for example.
Can anyone help me ? Is a raster a Grid ? How to create it ?

You are probably looking for the Create Fishnet tool.  This will create a polyline or polygon grid for your input extent.

There are other options for creating grids and graticules here (personally, I'm a fan of the Grids and Graticules Wizard option).
