So, I have two different rasters. One containing different types of land-use (25 different types) and one containing only pasture (value==6, everything else is null). I want to overlay the two rasters and find the pixel value in the land-use raster where the pixel value in the pasture raster is 6.

Lots of ways, even your first raster only has 1 value, try

Combine (Spatial Analyst)—ArcGIS Pro | Documentation

the table of the raster will give you a count of the 25 different classes with value-== 6
