trying to label but not labelling.Trying to label towns. Have ticked all right boxes but nothing happens?
I alwaays find it quickest to bring up the layer's properties and select 'labels'. From there you can check on whether to display layers and specify the field to use for labelling.

if the layer is not able to be layered how would I know?

Sounds like there is a visibility scale range limitation for the labels: Setting scale ranges for label classes—Help | ArcGIS for Desktop
