FileGeodatabase API with ASP.NET WebService in VS2010

Hello everyone,
I have been trying to utilize the functionality of this wrapper in an ASP.NET WebService application but it never seams to be able to load the ESRI.FileGDBAPI.dll file at run time. I have added it as a reference and set it to copy local. Development, writing out the logic, seams to work just fine without error. Just wondering if this was expected behavior. Thanks.

I had to install the Visual C++ redistributable package on my deployment machine in order for this to work.
