Alter Field tool causes ArcGIS Server Error 000816 in Geoprocessing Service

It seems that the Alter Field tool causes ArcGIS Server Error 000816 in a
successfully published Geoprocessing Service.  Is this a known bug to be
addressed by esri? (We are on Desktop 10.2.2, Server 10.3)
