The City of Quinte West invites applications for the following full-time position:

Asset Management Coordinator

Financial Services

The Asset Management Coordinator is responsible for working with internal stakeholders in all departments to lead the development and ongoing maintenance of the City’s corporate asset management program.  This position will maintain the asset register and all data that relates to city infrastructure. It will also find efficiencies and improvements in systems and processes to optimize the City’s infrastructure and investment priorities, facilitating this through project management and technologyThe position will provide data analytics and data reporting using various tools for all City departments and support Finance with the long-term financial plan for the City.

Duties and Responsibilities:

Essential Responsibilities:

Asset Management Data Collection and Maintenance

  • Coordinate the collection and maintenance of municipal infrastructure asset inventories, including but not limited to; roads, bridges/culverts, fleet, buildings and facilities, and other equipment.
  • Obtain input and requirements from all departments to maintain currency and relevance of the asset management database.
  • Keep an up-to-date inventory of municipal infrastructure assets, as required, including physical verification, counting, numbering, assessing condition and record keeping for asset management information system.
  • Accurately enter asset information and financial data into financial and asset management systems.
  • Work with the GIS Department to maintain the accuracy of the City’ asset information within the GIS systems.
  • Assist in the annual review of the risk matrix and levels of service.

Asset Management Analysis

  • Monitor asset management performance measures, benchmarking and maintenance standards using data analysis.
  • Assist in the risk assessment of City assets.
  • Perform data manipulations to extract knowledge and insights from asset management data.

Asset Management Plan Coordination

  • Coordinate the annual review and update of the City’ Asset Management Plan with departments.
  • Coordinate the complete review and update of the Asset Management Plan.

Financial Analysis for Asset Management Planning

  • Assist departments to extract the asset management data for annual operating and capital budget requirements.
  • Develop spreadsheet models/tools to assist in the roll-up of the asset management data to the long-term capital and financial plans.

Asset Management Policies and Procedures

  • Assist in the development, implementation and maintenance of asset management policies and procedures.
  • Train staff as required in the asset management software and corporate Asset Management policies and procedures.

Financial Planning and Budget

  • Provide departments with assistance with their annual operating and capital budget in terms of asset management planning.
  • Provides assistance to the Director of Finance and Manager of Finance for regular maintenance of the City’ long-term capital and financial plans.
  • Providing asset management expertise to all levels of the organization.

Legislative and Technical

  • Prepare technical documentation, reports and presentations as required.
  • Ensures a high level of respect for confidentiality for both the organization as a whole and staff as per the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA).
  • Adhere to applicable legislation, including Ontario Regulation 588/17 Asset Management Planning for Municipal Infrastructure.
  • Demonstrate a commitment to learning and overall professional development.
  • Follow all guidelines for employees and employers as legislated under the Ontario Occupational Health and Safety Act, other applicable legislation, best practices, City policies and procedures where applicable.

Education/Specialized Training/Skills:

The position will require:

  • A minimum of a four (4) year University Degree in Computer Science, Geoscience, Geomatics, Finance/Accounting, Business, Engineering, Mathematics or related field.
  • Technical Certification in Esri or Technical Certification in Data Analytics
  • Experience with relational databases and SQL.
  • Strong written and verbal communication skills and excellent customer service skills.
  • Advanced computer skills including Google Workspace, Google Docs, Microsoft Office (or other similar software programs) email and internet.
  • Strong written and verbal communication skills.
  • Strong negotiation skills (related to service and labour contracts as applicable).
  • Strong and effective analytical, strategic, critical thinking and problem solving abilities.
  • Ability to research, analyze and formulate solutions.

Nice to have:

Although not required, the following would be considered an asset to the position.

  • Designation or Certification in Asset Management.
  • Knowledge of Esri ArcGIS Pro model builder.
  • Previous municipal experience.
  • Project Management Certification (PMP).
  • A valid Class G Driver’s Licence and a safe driving record in good standing, satisfactory to the employer.
  • The ability to communicate in both English and French.

Work Experience:

  • Minimum three (3) years of experience working with capital planning, data analysis and business analysis, preferably in a municipal environment.
  • Experience and understanding of asset management legislation, business principles, lifecycle costing, levels of service framework, risk assessment, infrastructure renewal costing, public works and priority setting.
  • Demonstrated understanding of the full life cycle for asset information from multiple perspectives, including information systems and data, assets, asset systems and hierarchies, people and knowledge, business practices, and communication.
  • Demonstrated knowledge of project management methodologies and best practices.
  • Knowledge and understanding of financial principles, policies, procedures/processes, and reporting requirements.
  • A proficient level of computer literacy in word processing, spreadsheet applications, and databases.

Although not required, the following would be considered an asset to the position:

  • Ability to design special purpose maps, and system plans using AutoCAD Civil, AutoCAD Map, Esri ArcGIS Pro, Asset Management systems software, spreadsheets and databases.
  • Previous municipal environment.

 

Remuneration: 2022 Non-Union Salary Grid Band 8 - $85,884.45 - $93,352.66 annually
