OBJECTIVE: The Cadastral Specialist position is technical in nature and requires a significant amount of attention to detail. This position supports assessment mapping, Property Appraiser’s GIS, Land Records maintenance, and basic IT support relating to GIS applications and data management.

ESSENTIAL JOB FUNCTIONS:

  • Conducts maintenance of digital cadastral maps for the County Property Appraiser’s office
  • Handles exceptionally complex deed and subdivision tasks
  • Creates and updates digital cadastral maps and databases using GIS
  • Converts hand-drawn maps into a digital format for use in a Geographic Information System (GIS)
  • Conducts research (Clerk of the Circuit Court, files, and database) of legal documents to ensure correct platting of property descriptions
  • Updates maps as new data is received relative to new subdivisions, developments, capital improvement projects, zoning requirements, and other projects
  • Assists with map and sales data and creates custom maps or exhibits as needed
  • Provides backup support with GIS related application in the event GIS Specialist is unavailable
  • Other duties and tasks as assigned

QUALIFICATIONS:

  • Associate’s degree in Geography or related field. A comparable amount of training and/or experience may be substituted for the minimum qualification
  • A combination of Cadastral Mapping training, GIS training, relevant course work, and acceptable years of experience may be substituted for the degree requirement
  • Certified Cadastralist of Florida (CCF) and/or Certified Florida Evaluator (CFE) designation preferred
  • Experience in Property Appraiser office or other similar governmental-related work preferred
  • Working knowledge of land records, specifically those used for assessment, land surveying and/or engineering
  • Extensive knowledge of principles and practices of data editing and management within ArcGIS Desktop
  • Experience with Esri parcel fabric data model and associated tools preferred
  • Experience working/developing with ArcGIS 10.2 or greater, ArcPY, ArcGIS API for Python, ArcGIS Online application (Dashboard, Workforce, Survey123, Field Maps, Navigator, AppStudio, StoryMaps) preferred
  • Essential experience troubleshooting windows desktop environment in a Microsoft enterprise network

KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of computers, calculators, and other office equipment. Ability to sit for long periods of time with use of both hands and fingers with dexterity. Perform tasks utilizing data processing methods and systems. Express ideas effectively, both orally and in writing. Serve the public and fellow professionals with honesty and integrity.

LICENSE/CERTIFICATION: CFE and FACM designation or willingness to obtain within two years of service
