The Information Technology Department under the Brevard County Board of County Commissioners (BoCC), in the beautiful Space Coast on the east coast of Florida, is seeking a candidate to permanently fill a full-time I.T. Engineer III in GIS to join their dynamic team. Actual salary negotiable based on experience and qualifications.  Government Center/Viera.  Work schedule is Monday through Friday 8 a.m. to 5 p.m.  Performs skilled professional work developing solutions requiring analysis and research with multiple departments and technologies.  This position serves as the project leader for an established Geographic Information Systems (GIS) program utilizing best practice methods for designing, implementing, and assisting in GIS architecture and infrastructure, data, apps, portals, and system administration providing strategic GIS leadership.  Work includes recommending and implementing innovative methods to minimize risk, improve quality, and increase productivity around ArcGIS solutions; developing and implementing solutions for Enterprise projects by creating various layers, maps, and applications on the ArcGIS Enterprise Platform; and developing technical documentation requiring excellent written and verbal skills, as well as effective communication among peers.  Supervision is given to other technical GIS personnel.

REQUIREMENTS:  Bachelor’s degree in Computer Science, Information Systems, or a closely related field PLUS five (5) years of information technology work experience in systems analysis and development in a multi-platform environment for Geographic Information Systems (GIS); OR Bachelor’s degree in GIS PLUS two (2) years of experience as a Brevard County Information Technology Engineer II PLUS successful completion of all of the classes for all three (3) phases of the Brevard County Employee Development Program and received a passing score on each phase examination PLUS a current annual performance evaluation score of 4.00.  Must have experience with the following:  utilizing Esri software products, including executing Esri ArcGIS Enterprise patches, system upgrades, and back-end configuration; Enterprise Geodatabase and MS SQL Server; ArcGIS Enterprise, including GIS Server, Portal Data Store, Image Server, GeoEvent Server, GeoAnalytic Server, Notebook Server, and Monitor Server; internet applications, WebApp Builder, Experience Builder Modeling, ArcGIS Online, and mobile applications; ArcGIS API, ArcGIS REST API, and ArcGIS Arcade; programming in a workplace setting, including JavaScript, Python, C#, or other similar programming tools; Best Practices for managing Esri licenses and accounts, including ArcGIS Enterprise subscriptions, Desktop licenses, Portals, or other similar licensing programs; Best Practices for GIS automation, enterprise integration, infrastructure, and application implementation; developing GIS tools and processes for data integration; Best Practices for Security; and handling data migration workflow.  Additional qualifying education and/or experience may be substituted on a year for year basis.  The following experience is preferred:  government GIS; utilizing multi-level versioned data, including structure data; Feature Manipulation Engine (FME); Esri 3D Analyst; and Esri Spatial Analyst.  SPECIAL REQUIREMENTS:  Must possess, or obtain prior to employment, a valid Florida Driver’s license and maintain said license during the term of employment.  Must be certified as a Geographic Information Systems Professional (GISP) and maintain said certification during the term of employment.  In the event of a hurricane, major storm, natural or man-made disaster that may threaten the area, the employee will be required to perform emergency duties as directed.

Uh....Geographic Information Systems Professional (GISP)? For someone who utilizes best practice methods for designing, implementing, and assisting in GIS architecture and infrastructure, data, apps, portals, and system administration providing strategic GIS leadership?

It is so disappointing to see orgs that have an eye toward the future, still being stuck in the past with requirements that are so backward. You are not looking to hire a senior GIS analyst here. 

For the job description, the GISP exam is less than 10% of what you are wanting done. Candidates who are doing this at scale, most do not have their GISP because it is not relevant to their job. Maybe you want to add in Professional Practice into the mix...so 15% of the certification applies to this job posting. Still not relevant enough. My point being that you are artificially closing yourself off from qualified individuals, even in your own state. To boot, there is not a whole lot of evidence showing that a GISP actually improves the quality of your candidate options for someone who is a GIS Architect or even those who are providing supervision. Instead, maybe you would want them to have other certifications such as AWS Certified Cloud Practioner or Solutions Architect (or the Azure equivalent). Perhaps having certifications in the Cyber Security realm would be more preferable such as Security+ or CYSA+. You know, certifications that have a significant relevance to the position and that will go a long way toward making your infrastructure reliable, sustainable, and ensure your architect can architect beyond what comes on a Esri whitepaper.
