We have a website with a map (Google Map) and we would like to use US Topo tiles from Arc GIS (those: http://services.arcgisonline.com/ArcGIS/rest/services/USA_Topo_Maps/MapServer/). Is it possible to use them for free and what are the conditions?
Before that we used tiles from MSRmaps.com, but now they are gone, so we're looking for something else.

If I understand correctly those are the relevant parts:
Private organizations, Business Partners, and Developers: 50,000,000 transactions per year. For maps, a transaction is defined as eight tiles. For application scenarios exceeding 50 million transactions per year, additional fees apply.
Provide attribution to Esri and its data providers.
What exactly happens if we exceed 50M?
And this is not clear:
Use with Esri software. If you do not have Esri software, you must purchase an ArcGIS Online subscription.
We just want to use tiles in Google Map layer (i.e. link to image files on services.arcgisonline.com), do we need to buy somethng for that?
