OIC fails to publish with "...https" error

Hi all,

I am publishing an OIC from ArcGIS Pro 3.1.0 to Portal for ArcGIS using the last version of the management tools. Sometimes the publication works fine, other times I get the error: "Please check with your portal administrator and make sure the security policy is set to allow access to the portal through HTTPS only". Same OIC gets published, but 2 minutes later it fails with this error. And like this, all day long, sometimes it works, sometimes it doesn't. Anyone knows why this happens?

And the security policy is https only as you can see in the attached image.
