The instructions only make sense if the highest value is greater than 52,800.  If your raster only has values up to 41213.37, then just reclassify everything to 1.

what is highest value?  I don't understand this - if it's 41213 then your start is higher than your end and the tool won't accept it.

edit - I'd also recommend you share your analysis steps with someone before you submit your work as I don't really get your steps.
