How to represent the results of emerging hotspots?

Excuse me @LaurenGriffin and folks from Esri Spatial Statistics Team, 

I'm confused about representing the results of Emerging Hot Spot Analysis. I used K Nearest Neighbours with a defined global window 'Neighbourhood Time Step' on accident data over a period of 10 years. I'd like to ask a few questions.

First question, the final results show a visualization of 'Sporadic Hot Spot', but when I look at the Z-Score and P-Value, they don't produce significant results at any level of testing. Why is that, even though the visualization is classified as a hot spot?

Second question, in one of the bins classified as a 'Sporadic Hot Spot', there are only 2 years with accident data, while the other 8 years have no accident data. Why is this bin classified as a 'Sporadic Hot Spot' when only 2 years have accident data?

Third question, why is a location classified as 'No Pattern Detected' even though it has many accidents every year?
