Best practice for managing aerial imagery?

We get new aerial imagery each year for the county.  We are a city within the county and only need a portion of the imagery to serve in web maps and desktop apps.  We used to be able to get a custom Mr. Sid created just for our city with certain .tifs mosaic together, but this is no longer available.  Besides buying the LizardTech software to create the Mr. Sid image ourselves, what would be the best way to get a comparable image file for our city that could be served as a service and also provided to external consultants for projects?

Why would you need to manage it or in what way do you need to manage it? For the most part air photos are generally static. You turn them on and off.

In what format do you receive your air photos now? In what way are you using them.  Who are you getting it from?
