Maybe it's necessary to disable topology? I've never read that is mandatory.

Maybe lock problem?

This looks to be BUG-000152404.  We are going to look at how we can relax the checks in the Asset Package tools so you can get the data exported to an asset package.

We really should make this conversation its own post.  

Can you send me the XML?  A Schema only version is fine.  I am not sure what is going on.  You do not need to disable topo.  Actually when you transfer a UN via XML, the internal tables are not transferred, so it is being transferred disabled.  

Is there anything in your target GDB or is it a fresh/clean copy of SQL?
